Circuit Clerk Vicki E. Rima announces her candidacy for re-election to the office of Garland County Circuit Clerk. Vicki has served the Garland County citizens for the last 10 terms as the Clerk of Court and Ex-Officio Recorder. Her dedication to the citizens of Garland County has been proven not only in her service to her office but also by her leadership abilities in our civic community.
Vicki was sworn in as your Circuit Clerk on January 1, 1991 and prior to that had worked in the Garland County Tax Collectors office for 7 and ˝ years. Upon taking office Vicki immediately began her affiliation with the Arkansas Circuit Clerks Association where she received her Clerks Certification and continues today to receive updates for every 18 hours of professional training from the Arkansas Public Administration Consortium. She was elected in 1995 by her fellow Circuit Clerks from the 74 other counties in Arkansas to represent them on the Association of Arkansas Counties Board of Directors. As the longest serving board member Vicki currently serves as vice-president of the board. Vicki also serves on the Arkansas Crime Information Center advisory board, The Arkansas Supreme Court Jury Commission and the Arkansas Supreme Court Security Committee appointed by Chief Justice Jim Hannah. On the national level she represents Association of Arkansas Counties as a member of the National Association of Counties Telecommunications and Technology Steering Committee. She is a graduate of Leadership Hot Springs and LeadAr, a two year leadership program through the University of Arkansas.
Vicki currently serves as the President of the Abilities Unlimited Board, on the executive board of the United Way of which she is past president and is a member and past president of Hot Springs Emblem Club. She is an active member of the Garland County Democratic Central Committee, a charter member of the Virginia Clinton Kelley Democratic Women and the Hot Springs Village Democrats. She has served on two Relay for Life teams. Vicki has been honored by many including Citizen of the Year by Hot Springs Elks Lodge 380, twice nominated for the Hot Springs Chamber Woman of the Year and was recently honored by the Garland County Bar Association when she was made an Honorary Member.
Vicki is very proud of her aggressive technology changes in the Circuit Clerks office over the last 3 years. The upgraded land management software was activated in December of 2008. The recently completed Courts Management Software went live on March 8. Along with these upgrades a comprehensive records protection and recovery procedures plan has been put in place. This progress will continue this year with plans for a new website that will help with jury notification and the completion of the imaging process of all land records not imaged at this time. Also a new child support accounting system is scheduled to be activated.
Vicki is married to John Rima and they are the proud parents of 4 children and grandparents of 2 granddaughters and 3 grandsons.
As each of you can see Vicki has the institutional knowledge, proven ability to lead and will continue to bring cutting edge technology to the Circuit Clerks office for the citizens of Garland County. State Representative Gene Shelby, M.D. is a candidate for the Arkansas State Senate, District 19. The seat is being vacated by Senator Terry Smith, who can not run for re-election because of term limits. The primary election in May, 2010 and the general election in November, 2010.
Currently serving his second term in the Arkansas House, Dr. Shelby is Vice-Chair of the House Committee on Public Health, Welfare, and Labor and chairs its Health Services Subcommittee. He is also a member of the House State Agencies Committee and the Joint Committee on Public Retirement. Prior to his election to the Arkansas House, Shelby served six years as the Garland County Coroner and was President of the Arkansas Coroner’s Association.
During this year’s legislative session, Dr. Shelby was instrumental in achieving success in many important healthcare initiatives. He was the House sponsor or co-sponsor on the bills that:
· established a statewide trauma system.
· elevated Arkansas’s seatbelt law to a primary offense.
· increased restrictions on teenage drivers through a graduated driver’s license.
· enhanced the tax on tobacco products, with the proceeds going to 23 health initiatives, including the trauma system, state support for our community and charitable medical clinics, and increased funding for our Area Agencies on Aging and their meals on wheels programs.
· sets up a Coroner’s Advisory Task Force.
For his efforts, Dr. Shelby has received several awards and recognitions. He was named Legislator of the Year by the Arkansas Medical Society. He received the State Leadership Award from the U.S. Highway Traffic and Safety Board. And he was recognized as a Legislative Champion by Mothers Against Drunk Driving. He will be receiving the Statesman of the Year Award from the Arkansas Hospital Association during their annual conference in October for his work on the trauma system legislation.

I hope to be able to continue to work on the many challenges we face, such as a reliable, affordable source of water for the future and improving educational opportunities at both the K-12 grades and our National Park Community College.”
Dr. Shelby, who has practiced medicine in Hot Springs for 27 years, continues his practice of emergency medicine at National Park Medical Center. He also continues his role as Medical Director of the Hot Springs AIDS Resource Center and Regional Medical Director of the Health Department Hospice program based out of the Garland County unit.
Dr. Shelby is a long-time active member of St. Luke’s Episcopal Church and the Hot Springs National Park Rotary Club. He resides in Hot Springs with his wife Farideh and their basset hound Cupcake.

Senator Joyce Elliott was elected to the Arkansas State Senate in 2008 where she currently
serves as the Majority Leader. Prior to her service in the Senate, she was elected as State
Representative in November 2000 where she served three successive terms until December 2006.
Along with her duties as Majority Leader, Elliott currently serves as a member of the Senate
education committee. During her tenure in the House of Representatives, she has served on the
Committees for the Judiciary; Aging, Youth, and Families; Education, where she chaired the
Subcommittee on Higher Ed; State Agencies; and Budget. In her final term, she was Chair of the
Education Committee and served on the committees for Insurance and Commerce, Budget, Personnel
and Energy.
For thirty‐one years, Elliott taught high school juniors and seniors. In June 2004, Elliott left the
classroom and began working for the College Board
, focusing on expanding access to AdvancePlacement curriculum for students currently underrepresented in AP classes: African American, Latino,
rural and low‐income students. Until February 2010, she was the Director of Government Relations for
the Southwest Region of the College Board.
Elliott was born in Willisville, Arkansas, where she graduated from high school. She earned an
undergraduate degree in English and Speech from Southern Arkansas University in Magnolia in 1973 and
a graduate degree in English from Ouachita Baptist University in Arkadelphia, Arkansas, in 1981.
